1. Implement a proper getfullRCSname().
2. Remove redundant stuff (eg semaphore file handling stubs)
3. Implement some form of rcsfreeze (currently a shell script)
4. Tidy up hopelessly out-of-date log messages in the source, and put
   the sources under the control of RCS.
