photograph the screen

run an image processing algorithm (from OpenCV) to determine lines, and locate the screen

extract the screen and optionally correct for parallax

scale to fixed size (256x256)

segment the screen into regions for each number and extract the individual numbers

ocr those

press 'next' button on meter

repeat until wrapped back around to first reading.
